Aircraft Landing Emergency Simulation Exercise

“The gravity of this exercise cannot be overstated,” said Minister of National Security Michael Weeks, as he addressed a “multi-agency, day-long tabletop exercise simulating a response by Bermuda in the event a Russian-registered aircraft is forced to make an emergency landing on the Island.”

Speaking at the Police Recreation Club at Prospect last week, Minister Weeks noted: “We are compelled to navigate a scenario laden with geopolitical sensitivities, where adherence to international law, diplomacy, and safeguarding our national security interests must be navigated.”

The Government spokesperson said, “One of the challenges highlighted by Minister Weeks was the responsible handling of foreign nationals who might inadvertently find themselves within Bermudian borders due to this emergency landing.”

He stressed: “As a British Overseas Territory, Bermuda adheres to international sanctions, which, if violated, could have significant legal and diplomatic repercussions.

“For instance, the logistical hurdles include coordinating with relevant authorities for the aircraft’s detention, ensuring secure containment facilities, and managing the processing of any foreign nationals aboard in a manner that aligns with both local and international legal frameworks.

“An example illustrating the complexity arises in the potential need for technical support for the aircraft; due to sanctions, Bermuda may encounter hurdles in accessing necessary spare parts or expertise to ensure the safe operation or repair of the Russian-registered plane.

“In reality, this is no easy feat, and we must explore how we would successfully and diplomatically handle such a scenario.”

The Government spokesperson said, “The exercise, attended by Her Excellency Governor Rena Lalgie, various Government officials, agencies, and heads of Government departments, focused on devising an effective response strategy if a Russian-registered aircraft is required to land here in an emergency.”

The Minister concluded: “I hope that this exercise will serve as a rallying call for each agency to take ownership of their areas of responsibility, to fine-tune response mechanisms, strengthen inter-agency collaboration, and reinforce the capabilities that underpin our national security.”
