BMA Appoint Mesheiah Keane & Graham Collier
The Bermuda Monetary Authority has announced the appointments of a new Chief Operating Officer and Chief Technology Officer to strengthen its leadership team and advance its digital transformation, innovation, and operational resilience agenda.
A spokesperson said, “The Bermuda Monetary Authority [Authority or BMA] today announced two Senior Executive appointments aimed at enhancing its leadership team and advancing technology transformation and innovation initiatives. These strategic appointments are intended to help the BMA maintain a digitally driven approach that streamlines supervisory processes while prioritising operational resilience.
Chief Operating Officer Mesheiah Keane
“Mesheiah Keane has been appointed as Chief Operating Officer [COO], reporting to the Deputy Chief Executive Officer [DCEO], Shanna Lespere. A highly accomplished leader, Mrs Keane has more than 25 years of experience across financial regulation, reinsurance, operations and human capital management. During her career, she has managed enterprise-wide operational, strategy governance and organisational effectiveness initiatives, aligning infrastructure, talent and systems with the Authority’s strategic mandate. Prior to this appointment, Mrs Keane served as the Chief Human Resources Officer and Director of Human Resources at the BMA, where she led transformative initiatives in workforce planning, Diversity, Equity and Inclusion [DEI] and organisational culture.
“Mrs Keane began her professional career in accounting and financial reporting with leading international firms before transitioning to financial services regulation as a senior reinsurance supervisor. Throughout her career, she has developed a solid technical foundation that continues to shape her executive leadership style. As a Chartered Professional Accountant, Certified Professional in Human Resources and Certified Master Coach, she brings financial, regulatory and people-centred expertise to her role. In the COO position, Mrs Keane will oversee Finance and Currency Operations, Human Resources, Corporate Affairs and Business and Operations Support.
Chief Technology Officer Graham Collier
“Graham Collier has been appointed as the Chief Technology Officer [CTO], reporting to DCEO Shanna Lespere, effective 15 May 2026. Mr Collier is a seasoned technology executive with over 17 years of experience across Financial Technology, technology operations, engineering, cybersecurity, cloud platforms and service management. He is known for aligning technology initiatives with corporate strategy and leading high-impact, complex digital transformation programmes. His experience includes implementing technology strategies that enable business growth and resilience while strengthening cybersecurity and governance frameworks.
“During his career, Mr Collier has led global teams across 40 regions, guiding C-suite decisions on digital transformation, risk and investment. Prior to joining the BMA, he served as the Global Head of SaaS Operations at FlexTrade in London, United Kingdom, where he managed large-scale technical operations and technology infrastructure. Mr Collier is a Certified Information Security Manager and holds numerous certifications in Artificial Intelligence [AI], digital business transformation and security management. In his new role, he will be responsible for enhancing the BMA’s technology capabilities, including AI tools, and leading the Authority into the next phase of its digital transformation strategy.”
