Nigel Burgess Elected By Caribbean Regulators
The Organisation of Caribbean Utility Regulators [OOCUR] has elected Nigel Burgess, Director of Utility Regulation at the Regulatory Authority of Bermuda [RA], as its Deputy Chairman during the organisation’s Annual General Meeting in Trelawny, Jamaica.
A spokesperson said, “The appointment places a Bermudian regulator in a key regional leadership role at a time when utility sectors across the Caribbean are navigating many of the same challenges, including energy transition, affordability, infrastructure resilience, and evolving regulatory frameworks.
“For Bermuda, Mr. Burgess’s appointment strengthens the island’s connection to regional and international regulatory discussions, ensuring the RA remains engaged with emerging best practices, policy development, and collaboration with peer regulators. Additionally, Bermuda gains a seat at the table, ensuring the island’s unique perspective is represented in conversations that increasingly shape the future of utility regulation across the region, rather than simply responding to developments after they occur. Those insights and relationships directly support the RA’s work to deliver effective, independent regulation in Bermuda’s electricity and fuels sectors.
“In his role as Deputy Chairman, Mr. Burgess will help guide OOCUR’s strategic direction while continuing to lead the RA’s utility regulation team. He will also represent OOCUR at the 2026 World Forum on Energy Regulation, where he will contribute to international discussions on designing the energy systems of the future and preparing the regulatory frameworks needed to support them.”
Richard Ambrosio, Chief Executive of the Regulatory Authority, welcomed the appointment, stating: “Nigel’s election by his peers is a tremendous achievement and reflects the respect he has earned throughout the regulatory community. His technical expertise, thoughtful leadership, and commitment to sound regulation have made him an invaluable member of our executive team.” He continued: “Having that expertise recognised at an international level not only reflects well on Nigel personally but also strengthens Bermuda’s voice in conversations that will shape the future of utility regulation across the region. We are proud to see him take on this important role while continuing to serve Bermuda.”

The spokesperson said, “Mr. Burgess has nearly 20 years of experience in engineering, infrastructure planning, utility regulation, and energy policy. As Director of Utility Regulation, he leads the RA’s oversight of Bermuda’s electricity and fuels sectors and has played a pivotal role in developing the island’s modern regulatory framework, including leading the technical development of Bermuda’s first Integrated Resource Plan. His work continues to support the delivery of a more resilient, sustainable and future-ready energy system for Bermuda.
