CADA Welcomes Debate on Liquor Licence Act
Mr. Anthony Santucci, Chairman of CADA, said today that CADA wholeheartedly welcomes and supports the debate that is taking place in the House of Parliament on the amendments to the Liquor License Act.
CADA was involved during the preliminary aspects of considering changes to the Liquor Licence Act, providing a report which was instrumental to providing the framework for the proposed changes in the legislation.
The Acting Speaker of the House, Dame Jennifer Smith, recognized the presence of Mr. Anthony Santucci in the visitors gallery during the debate this afternoon.
Mr Santucci’s full statement follows below:
CADA was pleased to have provided the Minister of Culture and Social Rehabilitation with the report which created the framework for the proposed changes in the legislation. Two of our core objectives at CADA are to reduce the incidence of drinking and driving on Bermuda’s roads, and the elimination of underage drinking. We know these changes in the legislation, if passed, will go a long way to helping realize these objectives.
Section 39A of the proposed amendment sets out the number of trained security personnel required in licensed establishments serving alcohol based on the number of patrons. Section 39B addresses the mandatory requirement of managers, supervisors and persons in charge of bars to be certified in TIPS.
As you may know TIPS stands for Training Intervention Procedures. TIPS provides a three year, internationally recognized, certification in responsible alcohol sales and service, for those who complete the one-day course and successfully pass the written test. It teaches the attendees how to prevent alcohol abuse, drunk driving and underage drinking, by enhancing the knowledge, confidence and skills of those who sell and serve alcohol.
Since 2006, a total of 730 managers, bartenders, servers and sellers of alcohol from more than 140 licensed establishments in Bermuda have successfully completed the one-day TIPS program.
