Police “Looking Into” Minister’s Traffic Matter

March 27, 2018

[Updated] The police said they are “currently looking into a traffic matter involving a male motorcyclist and a Government vehicle, driven by Minister of National Security the Hon. Wayne Caines” to “determine whether any offences are disclosed.”

A police spokesperson said, “The Bermuda Police Service is currently looking into a traffic matter involving a male motorcyclist and a Government vehicle, driven by Minister of National Security the Hon. Wayne Caines, which occurred along Victoria Street in the City of Hamilton on Monday, March 26th.

“We will look at the evidence, with input from the Department of Public Prosecutions, to determine whether any offences are disclosed.

“Any witnesses or persons with photos or video footage regarding this matter are encouraged to contact the main police telephone number 295-0011.”

We asked the Minister’s office for comment and were told “The Minister addressed this via his FB social media page.”

Minister Caines post on Facebook last night said, “I drive GP7. Today I was driving on Parliament Street, a man rode up to me and started to chat. The man had a significant concern and wanted my guidance.

“I pulled over on Victoria Street and had a chat with him. I informed the rider I was late for a meeting and asked him to come by my office later. I also asked him to call or email me. I recommenced my journey.

“The rider continued to ride beside me and share his story. I asked him stop riding and chatting into my window as it was dangerous and illegal. The rider continued to talk. At one point he held on to the car passionately sharing his story. I again asked the man to come by the office at a later date.

“Eventually he let an agreed to contact me at a later date and time. Someone has posted the video on social media. I proffer the story to explain the video.”

Update: Former Premier and National Security Minister Michael Dunkley was one of the people who posted the video on social media, and he said, “The Minister and the gentleman riding the bike have provided an explanation; I am sure this is appreciated by everyone.

“However, our road habits often leave a lot to be desired and we must all be ‘our brother’s keeper.’ This is another unfortunate example how all of us, even the best intentioned, myself included, must change our mindset. This can be a valuable lesson, one in which no one was thankfully hurt, as we ‘Drive for Change.”

The post referenced above, was posted on social media by the person who said he was the one riding the motorcycle, with ‘Manga Duke’ saying, “I was the rider of the bike and he told me not to ride next to him because it illegal n to call him because it illegal for him n me to be talking but for you recording this while u driving and acting like you holy moly my # CD 779 and I own this one my fault so stop trying to make a good man look bad.

“Minister Wayne Michael Caines I am sorry for putting you on blast like that but if ppl want to know we were talking bout how we can stop the gun violence because I have great ideas. Stop trying to make Minister Wayne Caines out to be a bad man.”

  1. Whistling Frog says:

The whole time this guy is recording, he’s holding up his cellphone while driving the whole time.

    • rumsoak says:

How do you know ? Maybe it was his friend .

      • Brother Please says:

Two worlds. If it was me, the police would be talking about it on Police Blogs, Police Facebook etc…. but its Minister Caines , lets see what they will say and what will come of this.

        Anyone believe anything will happen?

Will there be a protest? A March? A statement by the People Campaign? Will he at the very least lose the privilege of driving a car, paid for by us! I bet nothing will happen.

We are back to the ol..do as I say, and not what I do.

Well people you got what you asked for 24-12. More to come.

      • Whistling Frog says:

Sure, his friend is sitting in his lap the whole time. SMH

    • wahoo says:

Well the guy on the bike was in the wrong lane the entire time and the minister never told him to stop. Two wrongs do not make a right I guess? Who was the passenger?

I saw a guy on a motorcycle the other day (and people doing the BNT walk can confirm) pushing a child about 10 years old on his pedal bike from Swizzle Inn area to My Lords Bay and at times the pedal bike was beginning to wobble because it was getting over it’s safe speed. I was following and people walking were looking and shaking their heads.

How do you legislate common sense when legislators do not have it themselves?

    • Zevon says:

      From the passenger seat.

      • Pigeon Today says:

It was not being videotaped from the passenger seat. This is obvious where the end of the wind wiper on the driver’s side is in the footage and when the driver turns off Victoria Street and the phone veers towards him because he is holding the phone. Just as the phone is lowered suddenly when a pedestrian walks across the cross walk, because the driver didn’t want to be observed with a cellphone whilst driving.

There is a legal stabdardthat one must have clean hands before seeking to impugn the actions of another. The driver videotaping has as dirty hands as those he seeks to malign. Bookcase definition of hypocrisy!

        • Zevon says:

Irrelevant either way. That video is evidence of criminal behaviour.

          • Onion Juice says:

How come nothing like this happened while OBA was in, and what would ya comment be if it happened .
            Mmmmmmmmmm

            • Anbu says:

We wouldnt have to comment cause u muppets would have jumped all over whoever it was just the same. So stop ya noise

            • mullet says:

“How come nothing like this happened while OBA was in, ”

Because they’re not arrogant muppets, like you and your ilk?

Did you really have to ask, OJ?

proving how stupid you are, multiple times a day.

          • Start learning says:

You do know the operating a hand held device while driving is an offense. Even though he was recording something “of interest” he still also committed a crime. Are we to let him off because he captured a government vehicle who by the way was not in the wrong according to the law. Morally and common sense maybe.

The person who was in the wrong was the bike rider who has acknowledged it. Let’s remove who the persons are and look at it from a solely facts position

        • Herb Adderley says:

Unless this was a left hand driven car this video was taken from the left side of the car so the driver could not have taken the video
Just look at th angles to the gp7 it as clear as day
Of course nothing anyone says will get you or other supporters to admit the minister was doing anything wrong

    • Bradfy says:

Only if its a left hand drive vehicle.

  2. Wow says:

Michael Dunkley has stooped to an all time low!! He doesn’t even have details. The individual has made a public apology on FB…he also admitted the Minister told him to let go and it was dangerous… maybe the former Premier needs to invest in a listening device…wow…smh

    • Hey says:

Irrelevant, the minister by driving was putting other road users at risk. He should have actually pulled over immediately and arranged his meeting with the gentleman.

Reckless and dangerous driving has no excuse. If this were someone else and the police saw it arrests, court appearances and fines would be levied. The minister in his position should hold himself to a higher standing and ask why he has not been tickeed for a count appearancet yet.

If there is no prosecution then it makes this behavior acceptable for all other road users, surely that is unacceptable.

      • Imjustsaying says:

The most sensible comment on this post so far.

    • To WOW::
      AGREE WITH YOU 100%.
That man will look for anything.
Sad!! The intellectual content of the one who has stooped too low, is MEAGRE.
Apparently, it looks like the one who has stooped sooo low…..jealous!!

    • To Wow::
      Full agreement here!!
      Pathetic, actually, on Dunkley’s part!

    • Up D Hill says:

Dont need details when you see BS behavior like this for god sake!

    • Seriously? says:

And if this was Michael Dunkley Driving as an OBA Minister… would your comments be the same as they currently are? Even with the same apology??

    • Start learning says:

Pulled over where? In the bus parking spot for people to take another picture saying that he is illegally parked?! Guys we all make mistakes and I’m pretty sure you’ve made some dumb road user mistakes that could have resulted in a bad accident again the person who is at fault is the bike rider. None of us were in the car to honestly know what happened. If he wound up his window and tried to get him to move you would be accusing him of being a dangerous driver and he should have just wait to hear what he has to say!

  3. puzzled says:

    Caines…………..your good.
    Enjoy the ride.

    • wahoo says:

      Yes we will protect you.

    • Paul says:

Caines,is the minister for national security !!!!! he should be ashamed of himself, and to think this was his second offence !!!!

    • Onion Juice says:

And on the night of the elections after he won, his house was sabotaged.
      Welcome to public figure life.

  4. Unbelievable says:

Nobody cares these days you know.

  5. Rocky5 says:

I watched the video – they are both all over the road & driving without due care. They should both be prosecuted, but we ALL know that this will NOT happen under a PLP/Friends & Family Govt.!!

  6. wonky says:

The bie needs a job bad leave him alone,

  7. JohnBoy says:

Looks like a major security breach to me, for sure! Suppose the guy had a weapon.

  8. SoFar Bie says:

i guess this was the only way he can talk to the Minister ,probably like all politians they don’t answer their phones when you call them .

  9. Zevon says:

Minister of National Security driving without due care.

  10. Zevon says:

“ I asked him stop riding and chatting into my window as it was dangerous and illegal.”

Oh yeah I’m sure you did. Sure.

  11. Zevon says:

    He should resign.

  12. Truth is killin' me... says:

Po-po don’t insult my intelligence. Nothing will come of this.

  13. Micro says:

Also ran that stop sign. Front wheels were entirely over the line.

    • Start learning says:

And let me guess you stop at the line every single time! This is laughable at best!

  14. oxtail says:

And he went out of his way to follow and record them. I bet he had nothing to do.

  15. Major Insurgence says:

100% guarantee that no action will be taken against anyone.

And then we shake our heads when people die on the roads.

  16. Dread says:

    Who care’s

  17. LeeAnn says:

I am deeply ashamed to see this video my only brother was killed in a road accident 36 years ago to see anybody driving recklessly on Bermuda roads regardless of who they are should be punished I am calling on every family member who have lost a family member on Bermuda roads to get in touch with their elected ministers in their areas and ask them to stand against this I still cry for my only brother Wayne I am ashamed to have ever called you a friend. I no longer live in Bermuda and seeing things like this makes me happy not to live in a place were politics rules

  18. LeeAnn says:

Sorry folks for submitting it twice but those who have lost loves can understand how emotional I am feeling right now people are still doing stupid on Bermuda roads

  19. Imjustsaying says:

The most sensible comment on this post so far.

  20. Traffic Stop says:

Well you can all guess this aint going nowhere. How can anyone have any respect for this minister and these actions. I hold him in contempt of all his now obvious 2 faced words. As for cyclist his or its brains are in his proverbial a**. Pure disregard for SAFETY and COMMON SENSE

  21. Imjustsaying says:

That minister seems to be an intelligent person therefore he had ample opportunity to say to the rider “I’m gonna pull over because this is dangerous and illegal”. He encouraged the riders ignorance and dangerous activity by not pulling his vehicle over.

  22. Pudding n Pie says:

Not withstanding the EXPLANATION valid or not the very least the minister should have done is STOP IMMEDIATELY and tell the buy his actions WILL NOT HELP HIS CAUSE

  23. JCS says:

Minister Caines is my MP and frankly I don’t care for the man, but I don’t see how you can blame him for the idiotic behavior of the person on the bike. What was he supposed to do, knock the guy over?

    • procedural influence says:

No. He was supposed to pull over and stop.

    • Starting Point says:

agree whole heartedly, as an OBA voter i could care less about this. Caines is a smart educated guy who has always tried to give back. Even if we have different political views to decide this is a massive incident is quite frankly BS.

I hope every drama fanatic on here also approaches every single person on a bike that drives up the middle lane during rush hour and tells them off – hypocrites.

    • Anbu says:

      Um, stop maybe?

    • One Who Escaped says:

He was supposed to pull over and stop, not carry on driving dangerously.

    • Nana says:

He should have pulled over and stopped his vehicle. Then tell the bike rider to get cracking or he will call the Police.

  24. Ty says:

Wayne Caines – You know you are wrong and should be ashamed. The first thing you would have said to ANYONE else would be ‘ why did you not stop’. If you are already LATE for a meeting – no sense in racing to get there – you are ALREADY late.

We all know absolutely nothing will come of this. Even if it does – one call to the ‘infamous’ lawyer guy who can get himself off of a reckless drive charge will find some loophole in Bermuda’s antiquated 1700′s law and get the man off…..and probably win a judgement of X amount of dollars for him…….just for being TARGETED

Our judicial system is such CRAP that……. any whoseywhatsit…. who cares anymore.

  25. Caines under fire concerning driving incident????
oba did too many bad things.
    Put them under fire.

    • Imjustsaying says:

Well if you are supposed to do better than the former government then there is no excuse. Stop bringing up the former government in order to use their bad actions as an excuse. It doesn’t work like that.

  26. Tony Brannon says:

Minister Caines had a man driving up on his side….. often in the middle lane.
The guy on the bike needs a ticket.

  27. Dready says:

Do as I say not as I do !

  28. Oh,I see now says:

As with just about everything in Bermuda nowadays it has nothing to do with the subject matter.Almost always it boils down to political affiliations and ethnicity……sigh

Understand me this comment is a pendulum swinging both ways.

  29. real talk says:

Most of you people commenting have no lives and also use your phones while driving and riding but yet yall want to come online and complain about things such as this and act like you are model citizen who do no wrong. Yes this isn’t exactly the safest way of holding a convo but why make it an OBA PLP issue. That’s the problem with Bermuda. You fools always have a lot to say about minor issues but when it comes to the major issues, o everyone is nowhere to be found. Be foreal. When any of you fools can come up with a way to actually contribute to how Bermuda can get better as a whole instead of complaining then you can talk.

    • Imjustsaying says:

@real talk You are also commenting so I guess it takes one to know one.

  30. Pudding n Pie says:

why he couldn’t just say follow me to a parking spot and put his window up till SAFELY PARKED

  31. Pooper says:

if that was me i would be getting booked by the police nuff said

  32. cpm says:

If this was a Minister under the previous administration there would be marches with the people’s campaign and Tweed calling for resignations etc
By the way any mold in schools?
    Has Tweed got his status?
    How are the Uighars doing?
    Just asking

  33. SHEENA DILL says:

He was so busy recording that he almost ran the pedestrian over. She made a motion as if saying to pay attention and look at her crossing the street. As far as I can see, the minister can’t help it if someone rides up to him. There isn’t any third lane here. The rider chose to ride illegally. Did anyone see Minister Caines threaten and force the rider to ride along side of him. And none of your backsides were there in the conversation so you don’t know what was being said.
