Eight Councillors Confirmed In City Of Hamilton
Following the close of nominations, Jenefer Brimmer, Shawn Brown, Maxanne Caines, Mia Chambray, Mark Pacheco, Philip Barnett, Lloyd Holder, and Tony Thompson have been elected by acclamation as Councillors for the Corporation of Hamilton.
A spokesperson said, “Following the close of nominations for the upcoming Municipal Election, the Corporation of Hamilton advises that the following individuals have been returned uncontested and are therefore deemed elected by acclamation as Councillors for the Corporation of Hamilton:

“As a result, no poll will be required for these Councillor seats. The new Council was sworn in this evening by City CEO Dwayne Caines.
“A mayoral election will be contested between Michael Branco and Elmore Warren. Advanced polling is scheduled for April 30, with Election Day set for May 7.”
CEO Dwayne Caines said, “I want to congratulate those returned to serve on the next Council and thank all who put themselves forward. Serving the City is both a responsibility and a privilege, and I’m confident the incoming Council will continue to support Hamilton’s residents and businesses with care and commitment.
“I encourage all eligible voters to take part in the upcoming municipal election. Voting is one of the most direct and meaningful ways to have a say in how our City is governed.”

Jenefer Brimmer
“Jenefer Brimmer is a respected Bermudian business leader, hospitality executive, entrepreneur, and public servant whose career has spanned Bermuda, the United States, and the Caribbean. She has held senior leadership roles in hospitality and tourism, including at Elbow Beach Hotel, Sonesta Beach Hotel, and the Bermuda Department of Tourism’s New York office, and served as President and CEO of the HI-Group of Companies. She is also the founder of Hamilton-based BKS Wholesale & Liquors. Jenefer is widely recognized for her work in community health advocacy and public service. As Co-Founder and longtime President of the Bermuda Asthma & Allergy Support Group Charity, she led education and awareness efforts locally and regionally. She has also served on the Bermuda Board of Works & Engineering and as Chair of the City’s Resident Advisory Committee.
Shawn Brown
“Shawn Brown is a property professional from North East Hamilton and the Managing Director of Atlantic Real Estate Advisory Services, a valuation, appraisal, and consultancy firm. With experience in both the public and private sectors, he brings expertise in property, planning, and the practical issues that affect neighbourhoods and communities. As a City representative, Shawn is focused on ensuring that residents’ voices are heard, particularly those in North East Hamilton, where he has deep personal ties.
Maxanne Caines
“Maxanne Caines is a marketing and events professional with experience in strategic communications, brand development, and large-scale event management across the public and private sectors. She is the Lead Consultant at The Pristine Group, a Bermuda-based company specializing in weddings, corporate events, and marketing solutions. She holds degrees in Political Science, History, and International Studies, and has experience working with the Government of Bermuda’s Brussels Office. She is active in community initiatives and currently serves as Chair of the Water Safety Council.
Mia Chambray
“Mia Chambray is a Bermudian entrepreneur and co-founder of Cassine, a Hamilton retailer focused on sustainable beauty, fashion, and environmentally conscious products. Her work reflects a strong commitment to local enterprise and sustainability. Prior to returning to Bermuda, Mia was based in the United Kingdom, where she worked in the creative industries. She remains active in Bermuda’s cultural community and has contributed to initiatives such as the Bermuda Festival.
Mark Pacheco
“Mark Pacheco is Director of Operational Support Services at BELCO, overseeing safety, procurement, facilities, security, and fleet operations. He brings more than 15 years of leadership experience across emergency services, infrastructure, and corporate operations. Previously, he served as Director of Safety at Bermuda Skyport Corporation and with the Bermuda Fire and Rescue Service. He is known for his practical, collaborative approach to risk management and resilience.
Philip Barnett
“Philip Barnett is President and Managing Director of Island Restaurant Group Ltd., with nearly four decades of experience in hospitality leadership, operations, and business growth. He has played a significant role in Bermuda’s tourism and business sectors, including as a founding Board Member of the Bermuda Tourism Authority and past President of the Bermuda Chamber of Commerce.
Lloyd Holder
“Lloyd Holder is a senior technology and cybersecurity executive with more than 20 years of experience in the financial services sector. He currently serves as Chief Information Security Officer at SiriusPoint, leading enterprise-wide cybersecurity and risk management. He brings expertise in digital transformation, governance, and resilience, with a strong focus on balancing innovation and risk.
Tony Thompson
“Tony Thompson is a CEO and growth-focused executive with more than 25 years of leadership experience across retail, marketing, design, and manufacturing. He is recognized for driving business growth, building high-performing teams, and combining data-driven strategy with creative vision to strengthen market position.”
