Bermuda Police Service Announce Promotions

The Bermuda Police Service has announced the following promotions which became effective as of August 12th 2010.

To Chief Inspector – Othneal Haynes

Chief Inspector Othneal Haynes joined the Bermuda Police Service in 1978 after serving in the Royal Barbados Police Force for two years. After a three week localization course he was posted to Hamilton Police Station. Chief Inspector Haynes has been posted to Hamilton Police Station, Somerset Police Station, Traffic Department, Motor Cycle Patrol Section, Prosecutions, Pembroke Parish Constable, Southampton Parish Constable, Western CID and Narcotics. He has attended several management courses both local and aboard and has been exposed to numerous other types of training. Chief Inspector Haynes has also received one commendation for the rescue of an individual from a burning building.

Chief Inspector Haynes is currently the Central Area Commander. He is responsible for the central parishes.

Chief Inspector Haynes’ personal policing philosophy is – “Police officers should always lead by example both internally and externally.” He and his wife are part of the Big Brothers, Big Sisters program. They also foster children from time to time.

To Inspector – Grant Tomkins

Inspector Grant Tomkins joined the Bermuda Police Service in February 1991 having previously served six years in the West Mercia Constabulary in England. Since joining the Bermuda Police Service he has served in Central Uniform, Parishes, Schools Liaison Unit, Outward Bound, Commercial Crime Department now the Financial Crime Unit.

Inspector Tomkins’ current posting is Inspector of the Financial Crime Unit, which is part of the Drugs and Intelligence Division.

The Financial Crime Unit serves to provide in depth investigations into serious frauds and all Proceeds of Crime Act related investigations. He holds two University of Manchester Business School Post Graduate Diplomas in International Financial Crime Prevention and International Compliance and is a Certified Anti Money Laundering Specialist. He has received four Commissioner’s Commendations. Inspector Tomkins is also the current Chairman of the Bermuda Police Association, and has represented the Bermuda Police Service in rugby, cricket and golf.
