Lt. Russann Francis Earns Excellence Award
Lt. Russann Francis has earned the Public Service Excellence Award, being recognized for her “outstanding service and leadership as the Bermuda Fire & Rescue Service’s representative on the Ministry of National Security’s Disaster Risk Reduction and Mitigation team.”
A spokesperson said, “Recently, Premier David Burt and Head of the Public Service Dr. Derrick Binns congratulated, Lt. Russann Francis, who is the Public Service Excellence Award [PSEA] winner for December 2021.
“Lt. Francis has been recognized for her outstanding service and leadership as the Bermuda Fire & Rescue Service’s [BF&RS] representative on the Ministry of National Security’s Disaster Risk Reduction and Mitigation (DRRM) team.
“Since being seconded to the DRRM team from her substantive post at the BF&RS, Lt. Francis has played an essential role in the design and strategic implementation of various pandemic response processes and programmes.
“These included, repatriation flights, hotel quarantine, security and others. Lt. Francis’ support for the many public facing critical programmes is an example of how she has shouldered a great deal of responsibility in caring for the needs of the community throughout the pandemic. And she continues to work on related emergency response policies.”
Dr. Derrick Binns said, “On behalf of myself and the Public Service Executive – thank you Lt. Francis for your tireless dedication to the Bermuda community. Your award is well deserved! You have delivered above and beyond reasonable expectation, demonstrating your commitment and stewardship to this country in a truly exemplary way.”
Premier David Burt also added, “The DRRM team is responsible for bringing together all of the disaster plans for Bermuda and ensuring that all agencies and Government Departments are engaged, prepared and fully committed. Lt. Francis stepped up to serve her country at a time of dire need, delivering selflessly and with honour, and we’re extremely proud of her service.”

The Government noted, “The PSEA is a programme that aims to encourage outstanding achievement and recognize Public Officers who are demonstrating admirable service delivery. Each month an individual or team will be selected for exemplary public service accomplished in the last 60 days.”
