PLP Asks Government About Job Cut Allegations

[Update: Government said "the stories were false" and 15 temporary positions ended] Shadow Home Affairs Minister Walter Roban today called on Government to “come clean on allegations that as many as 150 people have lost their jobs and are no longer working for government.”

Late last week allegations that approximately 150 people were laid off surfaced on the talk shows and on online commentary. The people were said to possibly be some form of part time/temporary workers, however the reports are not confirmed at this time.

Mr Roban said, “The PLP understands that numerous Bermudians contracted to work with government have been callously fired by the OBA. If this is true, this reckless decision has added to the island’s jobless figures and could create an additional strain on financial assistance, which have already seen their budget slashed.

“We call on the OBA to stop hiding, be accountable, remove the uncertainty and come clean. The OBA must detail the government services that are likely to be impacted by these job cuts. Bermudian taxpayers are entitled to know what effect any cuts in personnel will have on the delivery of services.”

Mr Roban concluded, “The first months of the OBA’s tenure has been marked by broken promises, an unwillingness to answer questions and a lack of commitment to creating opportunities for Bermudians.

“The OBA must adjust their behavior and their approach swiftly. The OBA promise to create 2000 jobs will be meaningless if through reckless measures they become Bermuda’s primary job eliminator.”

Update #1: The Cabinet Office responded saying today that “the stories were false,” and that approximately 15 “part-time or temporary workers” were released.

Mr. Donald Scott, the Head of the Civil Service stated today: “A small number of casual, part-time or temporary workers concluded their work assignments at the end of March 2013 and were released. The number of persons released or not rehired as a result of the completed projects and temporary duties was 15 in total.

“No full time employees in established posts have been either released or terminated as implied in some of the irresponsible allegations that have been in circulation in online media.”

Update #2: In response, Shadow Minister for Home Affairs Walter Roban said, “Rather than be forthcoming about their plans to cut these workers, the OBA ducked questions until public outcry forced them to come clean. We must ask, would the OBA have ever revealed these cuts otherwise?

“The announcement today by the Head of the Civil Service that, ‘A small number of casual, part-time or temporary workers concluded their work assignments at the end of March 2013 and were released,’ does not end the community concern and speculation about the government’s plans to slash civil service jobs.

“The OBA pledge to cut real expenditure can only be achieved by attacking government employee compensation, whether full time, casual or temporary, which amounts to over half of government’s annual expenditure. Frankly, one job lost as a result of OBA decisions is one job too many,” continued Mr Roban.

“We have yet to know what the OBA definition of ‘shared sacrifice’ means, as thus far it has meant Bermudian workers, seniors and our youth being asked to sacrifice while others, more able to contribute get a free pass. Today’s revelation appears to be riding the thin edge of the wedge between political decision-making and civil service responsibility for employment matters of government.

“The OBA political leadership needs to be open and transparent regarding potential plans for laying off other temporary, casual and full-time employees of government.

“The path to economic recovery should not be built on the backs of the seniors, youth and working people who can least afford to sacrifice. Our position is that a more balanced approach is needed with sacrifice distributed fairly across our community,” concluded Mr Roban.

    This is the 1st I’ve heard of this, however a TEMPORARY job is just that TEMPORARY. When you take a job like this you don’t expect Job Security!

    We Bermudians need to remember that the previous Government hired for the sake of hiring. This is why over 80% of every tax dollar goes to wages ( and why Governement is broke ).

      I’m glad you noted that temporary means temporary, just like guest worker means guest, with no expectation to become long term residents etc. I’ve noticed that the comments about the PLP spokespersons are riddled with hateful words that make them personal, rather than constructive. e.g, ‘Hey’s’ comments above that Mr. Roban is treating Bermudians like idiots. It’s sad that such a smoke screen is used. Also, as you began, this has not been confirmed, so hold the comments until it is instead of making this yet another opportunity to bash the previous government.

      Look at the facts, which states that 509 million will be spent on salaries and benefits (45% of total expenditure) , and total revenue was 869 million.

      On page 24 of last years budget salaries and wages came to 416,851,000 out of a estimated expenditure of 1,005,517,000 which is 41.4%.

        You’re pretty quick to call someone a liar. You might try checking your basic facts first.

        He talked about the proportion of tax dollars (i.e. tax receipts) that go to salaries, wages, and similar, not the proportion of tax expenditures.

        In the 2013 budget, the proportion of tax dollars going on wages and salaries is 58.5%.

        So I guess it is you who “pulled the number out of your behind”.

        Now, isn’t this the point at which you accuse me of not being Bermudian?

        Your talking about salaries and benefits as a proportion to total expenditure, which this year is 45%. Soooooo is talking about salaries and benefits as a proportion to total revenue (tax dollars) which this year is roughly just over 58.5%

        Argosy, the fact that many of these “temporary” employees have been working for Government for 14 years or more, obviously does not guarantee job security for them. It only shows that they were shielded for the duration of the PLP’s reign of power. As far as I know, these temporary years of service are not pensionable. These complacent employees had enough time to seek more permanent positions. It’s only right that they start with the temporary workers.

          Agree completely….however, there is something in the Public Service Commission’s legislation that affords them certain rights, such as sick pay, vacation, etc after a certain minimum period. I am not sure that this includes pension rights nor whether they enjoy any vesting rights….

          Either way, it’s a terrible, festering sore in the public service ailment and needs to be cut out!

    The OBA said “NO REDUNDANCIES”, but they also said they would cut the Civil Service by attrition – that is, as people leave or their contracts come up for renewal, they will NOT be replaced or have their contracts renewed, hence the Civil Service will be cut.

    They NEVER stated no jobs would be lost! This is spin at its best by the PLP!

      Its not a redundancy if they were not a full time employee to begin with! however, that being said, can anyone out there say that the civil service shouldn’t be cut by at the very least 10%.

      a)the names of those that were cut
      b)what their “temporary” job descrription was
      c)how long they were employed
      d)what they cost us for their “temporary” service

      Something tells me the list might be an intersted when it comes to names and shocking when it comes to figures.

    Wait a minute. Last week the PLP wanted to know why the OBA hadn’t reduced the number of consultants. Now the PLP are trying to stir emotions by saying many part time employees have been callously let go. The PLP probably called these part time workers “consultants”, so the OBA is in fact doing exactly what they said they would do, that is reduce the number of consultants. Of course the PLP, just like their debacle over the ferry to be hired, just wants to make these matters into anti Bermudian stories. The PLP are a really confused party right now. What a pathetic sight.

    What is callous, are the responses by the individuals above who seem to be desensitized by the loss of jobs by these former government workers. The temporary workers(many long term) and contract workers were working in the jobs that were available and provided valuable service in these areas. Many served with promises by department heads of permanent posts once they were ratified by the PSC.

    It is difficult to understand how the government could discontinue their contracts prior to creating new jobs as promised that they could have had access to. Most likely the lines at Social Assistance and other helping agencies will be quite long in the upcoming weeks as these newly unemployed persons try to figure out how they will meet their day-to-day commitments.

    Let’s stop the nasty criticism of these persons who need all the support we can give during this difficult time. Remember, it is them today, it could be you or me tomorrow…

      Where was the PLP’s sensitivity when thousands of people were losing their jobs due to their stupid policies? They never exporessed any sympathy. Too busy lining their own pockets. Roban was more interested in secret backroom planning deals for his fellow insider PLP Ministers than in preserving jobs.

      And wasn’t Bean complaining last week that the OBA was still hiring too many consultants? And now Roban is complaining the consultants are not having contracts renewed. Shouldn’t they get together and agree what they actually want?

      and what are these jobs that were available and provided value for service? and why would those same “temporary jobs” not be filled by a permanent individual, if, as you say, most of the temporary jobs have been for the long term.

      personally, if i signed a temporary contract with no definite timeline whether the position will become permanent or not, you bet your boots that i would be making sure i had a nose in the job section of the royalgazette and the host of online job posting sites, every day!

      what your post tells me is that these temporary workers, became just like the leaders of the PLP in the last couple of years: complacement and lazy.

      i am not saying that i do not feel for these workers, as i am sure they are hurting right now. but can you really lay all the blame on the government for rescinding these “temporary contracts”?

      Are you for real? 15 part time people released from their contracts that were hired part time to do a specific job. When it is done – the job is done.

      If gov hires someone to build ten walls – do they not go home once the walls are built? Or must we guarantee them full time employment?

      If Gov hires a consultant to service the incinerator – do they not go home when the job is done? Or are we obliged to hire them full time?

      If Gov hires someone to repair 10 buses to help catch up, must we hire them full time?

      If Gov hires someone to replace someone on maternaty leave or sick leave, must we then guarantee them full time work.

      I don’t get the outrage and scare tactics you are using. Employment anywhere else is only guaranteed when you meet and exceed excpectations and only up until a point where your job is relevant! The Civil Service shouldn’t be any different!

      Well said, Moving Forward. I was thinking the same thing about those arrogant persons who HATE, HATE, HATE the PLP and African Bermudians and are unsympathetic towards Government workers who are now unemployed – without means to provide for themselves, their loved ones and make contributions to this island community. No job is secure today and the axe could very easily fall upon those HATERS tomorrow. African Bermudian parents/guardians, this is all the more reason why you must ensure that you support an education that will prepare your children to create jobs for themselves instead of being subservient to people who don’t give a damn about them.

      My husband was one of those contract workers – having worked as such for the past two years, who Trevor Moniz (who is still receiving a salary+)let go. Granted, my husband’s work situation was a case of ‘no ticky, no washy’ – meaning no benefits, no sick pay, no holiday pay. I don’t feel like going into detail about his history with Bermuda Government’s Works & Engineering Department which spanned 36 years, other than to say that during his work life there he was always punctual, honest, hardworking, reliable, helpful and enjoyed a good relationship with his co-workers and those persons to whom they were answerable. In short, he was a very productive African Bermudian during the length of his service. So, you nasty anti-PLP/African Bermdian tax payers with my husband you got more than your money’s worth.

      I am thankful we had the foresight to pay off our mortgage a few years ago, and commence saving for emergencies and to sustain ourselves. I am working for myself – I’m thinking, thinking of ways to beat the hell out of this system. One day you will read about how I accomplished it. Stay tuned!

      Perhaps if Mr. Roban hadn’t confabulated this story and made it all so dramatic; perhaps if he wasn’t making accusations based on information acquired from a radio talk show, and thereby detracting and distracting us from the very real tragedy of yet more folks losing their livelihood, we might have been able to focus more on that tragedy than on Mr. Roban’s diatribe.

    By no means am I a PLP supporter but you people aren’t going to know what’s hit you until it’s too late. There is talk of a 10-15% reduction in the pay of all civil workers. Now I agree that due to the PLP’s mismanagement of money that this would eventually have been inevitable, but a 10% decrease in those making $40-$50k compared with MPs who are making twice and maybe even three times that is asinine. How will people pay their bills? Their mortgages? If you think crime is bad now then just you wait. All you ostriches just you wait

    The PLP go on about the govt increasing taxes and making cuts to the civil service by attrition, etc, and overall conclude that the govt is anti-Bermudian, to cause emotion amongst some of the electorate.

    Yet i hear no differing view in how the PLP will balance the books at the end the day, and pay down our debt. If the PLP are so against increasing taxes and making cuts where necessary, then we can only presume they are either for the status quo, or bizarely, increasing taxes and increasing the civil service, to get Bermuda out of DEBT?? It just doesnt add up!!

    I will listen to the PLP once they announce how they will get Bermuda out of debt, without having to raise taxes and make cuts?!

        @pilot011. Did the OBA put over 4,000 Bermudians out of jobs between 1998 and 2012? In 1998 there was no unemployment and many enjoyed the opportunity to work more than one if they wanted to. Many jobs that were closed to non Bermudians were opened up by the PLP. More work permits than ever were granted by the PLP. Don’t let facts get in your way though.

Let me first say that I to believe that the OBA should have made an annoucement that there will be some cut backs and that some may loose their temporary or partime jobs, you have many people out there that that was the only job they had and now that to has been taken away, When will all this end OBA???????? Where are the 2000 jobs you promised, now we have 15 or if true 150 more people out of work,even if the jobs were temporary, partime, or causal workers it help to pay some of their rents ,belco, food or even medicine, so now what, they have to go to get help now?????????????????? all I say is that the OBA could have given the workers notice well in advance about these cuts. More people HURTING, when will it all end Bermuda???????????????????? See the OBA for who they really are.

      They were temporary workers on contracts which had an expiration date. Much better than cutting the full-time civil service.

      And what do you mean see who the OBA really are? They promised to cut back on consultants and this is indication that they have. What do you want? Just keep on wasting taxpayer funds until we have nothing left (like we almost did last month)? Government is not supposed to be an institution that provides jobs just for the sake of providing jobs. All that does is eat away at revenue that could be used elsewhere (i.e. social programs and capital projects). Government is there to provide an environment for which the private sector thrives and pays into the system. Instead your previous regime’s actions decimated the private sector and the thousands of jobs that it provided to Bermudians. And you consider that “standing strong for Bermudians”? You really do not have a clue.

      PS: And one of the 15 was Renee Webb who was getting paid $170k a year while living in Europe. Just more friends and family payouts that you guys seem to defend to the hilt.

    On the news last night it was reported that one of the 15 was Renee Webb who was contracted as an “International Adviser” at $170,000.00 per annum will not be renewed. And all to a lady doesn’t even reside in Bermuda.

    No wonder she as so irate on TV on the night of the election. I would be mad too if my friends and family plan, which was funding my european adventure, all of a sudden came to a grinding halt. Gravy train is pulling into the station and ending its service.

Some of the people who have not been renewed done a damn fine job, one in particular done so much for small business owners like myself AND saved the Government far more money than it spent on her.

African Bermudian parents/guardians, this is all the more reason why you must ensure that you support an education that will prepare your children to create jobs for themselves instead of being subservient to people who don’t give a damn about them.

    My husband was one of those contract workers – having worked as such for the past two years, who Trevor Moniz (who is still receiving a salary+)let go. Granted, my husband’s work situation was a case of ‘no ticky, no washy’ – meaning no benefits, no sick pay, no holiday pay. I don’t feel like going into detail about his history with Bermuda Government’s Works & Engineering Department which spanned 36 years, other than to say that during his work life there he was always punctual, honest, hardworking, reliable, helpful and enjoyed a good relationship with his co-workers and those persons to whom they were answerable. In short, he was a very productive African Bermudian during the length of his service. So, you nasty anti-PLP/African Bermdian tax payers with my husband you got more than your money’s worth.

    I am thankful we had the foresight to pay off our mortgage a few years ago, and commence saving for emergencies and to sustain ourselves. I am working for myself – I’m thinking, thinking of ways to beat the hell out of this system. One day you will read about how I accomplished it. Stay tuned!

      Yup. It is all an anti-black/PLP conspiracy. Everyone is out to get you and anyone that doesn’t toe the line must be white, foreigner or simply an uncle tom. And the PLP bankrupting the nation which in turn results leads to this need for cost cutting was a good thing I bet. SMH.

      I mean the fact that you actually own property, free of any mortgage, in one of the most expensive jurisdictions(regarding real estate) shows just how oppressed you and your husband are. And the fact that you are able to still save for “emergencies” (not too sure how the loss of part-time work is an emergency, in your situation at least) just shows how hard you guys have it. I just shed a tear for you.

        My personal sacrifices were many and guess what, I wasn’t once aggrieved because I kept the end in view – slow, steady, focused and directed I stayed the course. It was worth it – it paid off. Here are a few of my secrets: I did not travel off the island for nine (9) years – yes nine whole years and I worked in an air travel environment – one in which I witnessed frequent flying and or cruising Bermudians during those seasons of plenty; I didn’t own a cell phone; no cable vision hook up; no television in every room of my home; no cheque book; no clothes dryer; dishwasher; air-conditioners; did packed lunches for work and ate breakfast before leaving home (I’m a vegan); uniformed myself for work and stayed out of the dress boutiques and hair salons (went natural and enjoyed inexpensive haircuts at my neighbourhood barbershop); discovered a way of saving, but I won’t tell you what percentage, on my electrical bill because it would blow your mind :o )); didn’t smoke or drink; didn’t dine out; my friends, books and DVD viewings were my main source of edutainment then and still are today; I drove a little fifteen year old car to the max; whenever I got paid, I created two pay days – I paid myself first and then took care of everyone and everything else – owed no man nothing. Along the way of receiving I gave to others – give and ye shall receive. I lived frugally then and still do to this day. There is so much more that I could add. However, I’ve said plenty.

Well Jason Smith , it sounds like you are okay with this type of behavior from the Government, bet you have a job, and rightful so should all people beable to work and support their households, all I’m saying is that these 15 or 150 people must have been needed in these post and now they are not needed?????????????????? who is supposed to do their work?????????????? pass it on to another worker who is over worked now or bring in expats children to do the job, what will it be??????????????????? like I said SEE THE OBA FOR WHO THEY REALLY ARE, and I stand by that. Will see in 5 yrs. And YES Stand Strong for the PLP. So you say Renee Webb was getting paid for overseas work??? So why do we have a Tourism Minister but yet OBA hires David Dodwell explain that one to us Bermudians and all the other ones put in place that aren’t really needed so the gravy train keeps on moving, YES!!!!

      Actually David Dodwell was appointed by the PLP to head up their version of the Tourism Authority…check for yourself…oh and they (PLP Government) also permitted Mr. Dodwell and his consortium to lease the 9 Beaches resort for a lengthy lease because of his toursim experience and successes.

      Also, Ms. Webb apparently was being paid to simply live overseas, as I am not too sure if she brought any benefit to Bermuda. What exactly did she bring to the table in other words?

      As for the rest I will let you rant to yourself as every post you make, makes it abundantly clear that you simply do not have a clue and just simple hatred for anything not dyed in green.

      PS: the 150 number was a blatant lie by the PLP as Mr. Sott confirmed it was 15 TEMPORARY workers (i.e. their contracts expired) whose contracts were not RENEWED (i.e. not fired).

      When will you start standing strong fort Bermuda is the real question? You stood strong for a Party that looted the public purse and placed in such a perilous financial situation that we were unable to meet civil servant payroll last month.

      So you should try and standing strong for Bermuda and Bermudians for once as opposed to a Party that oversaw the decimation of bermuda’s once thriving economy and further shredding of our social fabric. Until then as someone stated before you are simply a PLPian as opposed to a Bermudian.

          I have no idea of the financial standing of that lease. And I imagine the only people that would are the Government, leasees and the Bermuda bank which financed the lease in the first place.

          But given the alleged financial performance/position of 95% of our hotels I imagine that would be the reason why 9 Beaches hasn’t been built back up and opened.

Trevor Moniz said last week it was a matter betwween IRC Sandys and the BLDC. So who is looking out for the interests of the people?     Despite repeated warnings, the PLP refused to follow this very same advice for the last 8+ years when they oversaw an exponential ramp up of our nation debt and five successive budget deficits.

    If one looks up the word ‘hypocrisy’ in the dictionary, chances are you’ll find an oversized picture of the PLP.
