Initially, Jamahl Simmons was said to be in charge of communications and now we see it is Walton. If that is the case 1. why the late change and 2. what does the Minister without Portfolio do?
What are we paying Jamahl Simmons for exactly?

This whole cabinet reshuffle was to cover up a scandal. It is the opposite of transoarency, Weeks was fired because he wanted to do something about it, powers stopped him,
