Cabinet Office Announces Three Appointments

The Cabinet Office today [June 28] announced the appointments of three senior officials in the Civil Service; Ms. Rozy Azhar, Mr. Randy Rochester and Mr. Ross Webber.

Ms. Rozy Azhar has been appointed to the new post of Assistant Cabinet Secretary [Service Delivery and Performance] in the Cabinet Office. Previously, Ms Azhar held the posts of Chief Immigration Officer and Assistant Chief Immigration Officer.

She was seconded to the Cabinet Office in December 2010 initially as Acting Permanent Secretary and then as Acting Assistant Cabinet Secretary. At Cabinet Office, Ms. Azhar was a member of the Strategic Transition Team that was in place between December 2010 and September 2011.

Ms. Azhar has a degree in Business Management, and a Diploma in Management Services. She has over 10 years of experience in the public sector at the very highest levels of management.

Mr. Rochester has been appointed to the post of Permanent Secretary in the Ministry of Public Works. Mr. Rochester has previously work4ed as a manager and director in the Civil Service.

During his career with Government over the past 11 years, he has held the posts of Manager of Technical Services in the Transport Control Department [TCD], Policy Analyst in the Cabinet Office, and Assistant Director of the Department of Public Transportation just prior to being promoted to Director of TCD in March 2005.

In addition, Mr. Rochester has held a number of acting appointments as Permanent Secretary in various Ministries including Public Works.

Mr. Rochester holds a graduate degree in Business Administration from University of Liverpool, a Postgraduate Diploma [Management] from the Chartered Management Institute via Reid Kerr College. He has over 10 years of experience in the public sector at the very highest levels of management.

Mr. Ross Webber has been appointed Permanent Secretary in the Ministry of Business Development and Tourism. Mr. Webber developed his career in the private sector. He was Director of Business Development at Conyers Dill and Pearman, a senior executive position that he held for 11 years since 2001.

He was previously employed with Business Bermuda as Marketing Manager, and prior to that he was Assistant Vice President and Marketing Manager for Star Excess following his position as an Underwriter with ACE Bermuda.

Mr. Webber has an MBA in Insurance and Risk Management from St. Johns University and also has a BA Honours in Business Studies.

Secretary to the Cabinet and Head of Civil Service Donald Scott said: “I am pleased to welcome these three talented and experienced Bermudians to posts of senior executive responsibility in the public sector.

“I look forward to their contributions as thought leaders, executive managers and advisers as they join other members working to modernise Bermuda’s public sector. Our aim as senior executive managers is to raise the standard of service delivery to our community.”
