Censure Motion Against Speaker Carried Over

The Censure Motion against Speaker of the House Randy Horton was carried over during yesterday’s [May 22] sitting of the House of Assembly.

In March 2015, PLP MP Michael Scott gave notice of a motion seeking to censure Speaker of the House Randy Horton for what they said was his “misconduct of suppressing debate in the House of Assembly” and the “misuse and abuse of his authority as Speaker.”

The Opposition’s Censure Motion followed Speaker Horton’s decision on March 13 to eject PLP MP David Burt from the House for trying to make Points of Order over an amendment being taken straight to a vote without debate, and the Speaker subsequently said that “with the benefit of hindsight, I now accept that I should not have allowed the amended motion to be brought to a vote at such an early stage.”

Yesterday’s House session went fairly smoothly, as in addition to the Motion being carried over, the Good Samaritan [Food Donation] Act 2015 passed with bipartisan support, and the sitting ended with both Premier Michael Dunkley and Opposition Leader Marc Bean extending their best wishes for the upcoming Bermuda Day holiday.

    Maybe Marc Bean learnt something from his visit to the UK this week. Bringing the House into disrepute includes threatening the Speaker with being ejected as an MP. What rule does this fall under? Such a motion is a pointless exercise anyway. Do the PLP think the OBA will support the motion? All it will show is how the PLP attack their own, rather like a pack of rabid dogs turn on a weaker member.

    I thought last Friday was supposed to be the Speaker’s last day in House, as Speaker and as an elected MP. Did the plp give Randy a reprieve? Everyone knows their censure motion is going nowhere, even the plp know that. It is purely designed as more theatrics. Out in the real world, it’s Court for bean on the 28th.

    Bean has painted himself into a corner this time. He now must put up or shut up.
    Hopefully the wise people in the PLP will talk some sense to him, but because of his huge ego, he is unlikely to listen to anyone but Brown.
