Citizens Reform Group Proposes Modernisation
The Citizens Reform Group [CRG] has called for the modernisation of Bermuda’s public service through greater accountability, accessibility and responsiveness.
A spokesperson said, “The Citizens Reform Group [CRG], a movement of the Bermuda Reform Coalition [BRC], has developed a comprehensive proposal calling for the modernization of Bermuda’s public service through greater accountability, accessibility, and responsiveness to the people of Bermuda.
“The proposal explores modernizing the traditional career Permanent Secretary model, which is not built around fixed-term, public-facing performance contracts. It considers the introduction of Chief Executives operating under measurable performance agreements, citizen service standards, and public accountability requirements.
“The initiative comes amid growing public concern that Bermuda’s administrative systems no longer feel accessible or responsive to ordinary citizens.
“Across Bermuda, many people increasingly feel disconnected from the systems meant to serve them. Many feel unheard. Many feel left out of decision-making processes that directly affect their daily lives. Others feel that public administration has become difficult to navigate, difficult to access, and slow to respond to the evolving needs of the community.
“The Citizens Reform Group emphasizes that this proposal is not a criticism of individual public servants, many of whom work tirelessly under difficult circumstances and increasing public expectations.
“Rather, the group argues that the structure itself requires modernization.”
“This reform is not about blaming individuals,” said Charles Leon O’Brien Sr., Head
Spokesperson of the Citizens Reform Group. “It is about recognizing that Bermuda’s people no longer feel properly connected to the systems meant to serve them.
“We must make government administration more accessible, more understandable, and more responsive to the realities of everyday life. The people should feel that government hears them, understands them, and reacts to their needs.”
The spokesperson said, “The reform proposal is addressed to all political parties and to the wider Bermudian public. As Bermuda looks toward its long-term future, including the broader national conversation surrounding independence, the Citizens Reform Group believes the island must first strengthen the effectiveness, accessibility, and credibility of its internal institutions.
“This call reflects the perspectives of Bermuda’s past and present leadership.”
