Take a look just to the right of where they are standing in City Hall car park. A whole band of about 10 vagrants that operate their ever single day. Harass tourists and members of the public. Right next to a national monument!

Take a look at the streets and sidewalks they are filthy Cedar Avenue hasn’t been swept all week. Not to mention the vagrants sleeping on the steps of the pink building on Burnaby Street. Everyday they are begging/running after locals and tourist for money and no one moves them on. No time for posing get the streets cleaned and secure.
