Bermuda Government On UK Lords Report
The Government of Bermuda said they “welcome the recommendations of the House of Lords Constitution Committee following its review of the UK Overseas Territories Joint Declaration.”
A Government spokesperson said, “Bermuda participated actively in this process, and we are pleased that several of the Committee’s recommendations reflect positions advanced in Bermuda’s own submission. In particular, the Committee’s support for clearer structures, stronger accountability, more formal engagement, and renewed consideration of a modern policy framework aligns with concerns Bermuda has consistently raised.
“While the Joint Declaration was a useful statement of shared principles, Bermuda’s submission made clear that it did not create the practical structures needed to support a modern and effective relationship between the United Kingdom and the Overseas Territories. The Committee’s recommendations are therefore welcome because they recognise the need to move beyond broad statements of intent and toward agreed mechanisms for delivery, consultation, and accountability.
“Bermuda also welcomes the Committee’s recognition of the importance of Partnership Compacts. Any such compact must be meaningful. It should establish clear structures and processes for engagement, set out pathways for constitutional modernisation, and provide transparency on how Territories that wish to do so may pursue removal from the United Nations list of non-self-governing territories.
“Bermuda will continue to engage constructively with the United Kingdom to support a more modern, structured, and forward-looking partnership.”
