Govt: ‘Likely Be A Disruption Of Public Services’
[Updated] The Government has advised that “there will likely be a disruption of public services including buses and ferries as well as garbage collection” on Tuesday morning [Jan 3] due to the BIU meeting.
A spokesperson said, “The Government is advising today that a BIU meeting has been called for tomorrow morning at 9am. As a result, there will likely be a disruption of public services including buses and ferries as well as garbage collection. Government will advise once these services have resumed. We apologize for any inconvenience caused.”
Two meetings are expected to take place tomorrow, with the BIU holding a general membership meeting at BIU Headquarters, while the People’s Campaign is holding an “urgent meeting for all concerned residents of Bermuda” at St. Paul AME Centennial Hall at 12 noon. Both meetings follow after it was announced on December 29th that Rev Nicholas Tweed’s work permit would not be renewed.
Update 6.15pm: Govt has clarified the meeting is at 9am, not 8am, so the text has been amended.
Update 8.33pm: Minister of Tourism, Transport & Municipalities Michael Fahy said, “I am profoundly disappointed that the Bus Drivers and Allied Workers Division of the Bermuda Industrial Union advised PTB management that there would be no buses operating from 8am Tuesday January 3rd 2017. No time for recommencement of service was given.
“This advisory does not fulfill the terms of the collective bargaining agreement in place and moreover the issues to be discussed do not relate to labour issues.
“Disruption of public transportation services is totally irresponsible, especially since many schools open on the very day of the meeting being called. The timing is obviously designed to cause maximum disruption.
“Taking unauthorized leave of absence is wrong and is a breach of employment contracts. The public expects more and is entitled to do so.
“Those calling for such disruption should be ashamed of themselves. I urge the union members to think about their public duty and reconsider their position to enable workers to get to work and students to get to school.
“I encourage members of the public to help your neighbour and car pool and for all other public service vehicles to be on the road to help service the public when they need it most.”

I think the OBA should give you exactly what you are asking for. They can call it the “Tweed” bill. All work permit renewals are automatic, no need to advertise the job and no reason to fill out any paperwork. Just give notice to the Immigration board what permits are automatically renewing.

It is a sad mark against your scales if this is what contributes to your definition of ‘dictatorial Government’ and the PLP are still ranked as the choice for democracy. The last 4 years has seen far more democratic governing than was ever shown in the 14 before that. It has also shown a far more successful administration of government, having set out policies and legislation that has rung in more immigration violators than previously; a resurgence in business growth; a resurgence in tourism numbers; a reduction in a very difficult government deficit… Face it OJ, the only reason you can’t stand the OBA is that they are a party that actual better represents the diversity that makes up our community and you can’t stand diversity.
The OBA Government has saved us Onion Juice…. They have been very democratic with dealing with the business of getting Bermuda back up and running.

What is our debt really? 2.2 Billion is what was borrowed. There is credit card debt and overdraft with all of the local banks. Also, Capital projects that had to be paid for that were started by the PLP.
Where did all of this money go?

This is nothing to do with the Union! The application for Tweed was late and full of incomplete information. It was resubmitted and still incomplete. The position was not advertised properly. It is understood that it was never advertised properly. Doesn’t this come with a fine for the Church?

Let’s be honest here… unlike the BIU or PC… these were not urgent meetings. They are meetings being called for the specific purpose of disrupting the island, and why are they disrupting the island. To throw a tantrum because their ‘son of the soil’, didn’t put in the appropriate paperwork in the appropriate time to have his work permit renewed. The very same action that would have the BIU and PC calling urgent meetings to disrupt the island if it had been someone else getting their renewal granted while failing to put in the appropriate paperwork in the appropriate time to have their work permit renewed. It is depressing to see humanity degrade to such obvious level of hypocrisy in this world where people will actually accept it… at least so long as it is their side that is being so hypocritical, then it is OK. No one from the PLP and surrogates camp on this issue has even addressed why Mr. Tweed’s application was incomplete, inaccurate, late or didn’t follow the most basic of the required policies. No one has even mentioned how they always supported the fundemental requirement that job MUST be advertised… except in this case.
Every other business, church, charity…. must advertise their jobs, so what makes the AME exempt, what makes them above the law, what makes them better than everyone else???
No the amazing thing is that Tweed was fighting against Pathway to Status but yet here he is in a predicament and causing all this commotion. If he had been for Pathway he might have been able to apply for his status but I guess the same way he believes he didn’t have to follow the rules to apply for his work permit he must have felt that by being along side the BIU he would have been just given his status with no paperwork because he claims to be the son of a bermudian. Whatever at the end this is not a Union issue and anyone who goes to this meeting should have a pay deduction for the day.

There is the ability to apply for exception with a stated reasoning, top positions would probably be among those exceptions, but any exception must be applied for, and without the granting of an exception the work permit job must be advertised. The new policies have been in full effect since 2014, and since then every church, business, charity or whatever that has had to get a work permit has had to follow these same rules before the work permit, new or renewal, can be considered. All paperwork must be filled in, all information must be accurate and it must all be submitted in the stated time frames. The time frames being particularly relevant for renewals prior to the original permit expiring, otherwise the applicant may have to stop working while they wait for their application to be processed, or even leave the country and apply again. As is the case here, Mr. Tweed’s application was neither on time, complete or filled out with accurate information, which caused it to land on the Minister’s desk. The applicant was petitioned to provide the missing and/or corrected information within a given timeframe and again failed to do so to the satisfaction of the policies and as such the renewal was denied and here we are… having parties that have in the past loudly and repeated demanded that immigration controls be adhered to, policies be in place that give Bermudians fair chance to get jobs, critized the OBA for being a party for foreigners and that those who violate immigration rules be expelled; are now crying foul, promising to disrupt the island and demanding that we make an exception and ignore the rules for their whim. The sad state of politically blind hypocrisy at its zenith.
Hope they don’t have to catch de bus to the meeting!!!!

The BIU was created for local workers. Rev Tweed was born in London and does not have Bermuda status. Period. I do understand he has a Bermudian family. However, the Church did not fill out the correct paperwork for him to continue to be employed as a Pastor. The BIU I believe is out of order! This is not a Union issue! The Union was not created to be a “weapon” ! Rev. Tweed can re-apply and return if needed. 2013 reverend tweed arrives in bermuda
2013-later part of 2014 the government and stakeholders, including the unions, work on the new legislation regarding work permit renewals
Early 2014 ( before May) the formation of the people’s campaign. With reverend tweed
March 2016 people’s campaign call Bermuda to action to stop the pathways to status bill stating the whole system need to be reviewed, which was done with the input of the Union in 2014
July 2016 reverend tweets work permit was handed in less than two weeks before expiration, incomplete and with out advertising
July – August 2016 ame church given extension to advertise and fix errors
October-November 2016 no advertising and application still incomplete and inaccurate.
December 2016 immigration upholds their policy regarding renewals and dies not renew reverend tweed work permit.
January 2017 the union called a general meeting and stops public service to discuss why the work permit was not renewed
January 2017 the people’s campaign calls a meeting for concerned bermudians to attend to discuss reverend tweed work permit, i.e calling the non unionized works out

The pc bought the island to a halt over immigration policies. But not want this same policies to be bent to accommodate one of their own.
Reverend tweed was on the island and the people’s campaign was formed while stakeholders including the union revised and agreed on immigration policy and procedures were implemented and enforced to ensure equitable procedures are applied to all applications. During this time they never requested special consideration got religious entities.
But now they are frying foul because the civil service is enforcing the policy they helped to Wright. And stating now that religious entities should have special accommodation.
So confused.
If ok for reverend tweed why didn’t everyone protest when the other ministers work permits were not renewed and reassigned overseas, yes believe it or not reverend tweed us not the first.?
Where were the protests when the us cracked down on their immigration policies and ame ministers were sent back home?
Where is the out cry for the ame ministers who do not have a church and are co pastors as there are not enough churches in Bermuda?
Lastly where is the statement from the presiding elders who was responsible for submitting the application? For those if you who don’t know ame ministers are assigned by the elder not St Paul officers. So a statement from the officers, if which reverend tried is chair, IMHO is mute and self-serving.
Theses are my question and I hope union members take note and ask these question and get quantified answers and not emotional rhetoric.

Tweed with the details outlining their refusal to renew his work permit. If they refuse to divulge those details, I can only assume that immigration had just cause for their actions.

Government will likely go to court for an injunction to require the union member’s to act lawfully. But the law needs to change to ensure transport and eductation are essential servoces and subject to additional requirements before strike action is taken. That apart…vote. Speak out. Other church leaders need to speak out.
I’m not a lawyer. Since this is not a union matter, members of the public and businesses should sue the BIU and PC for loss of wages, loss of revenue due to employees not being able to get to work on time.

Just a thought, if I fail to show up to work after a holiday my job doesn’t pay me for the holiday or the day I missed. Would this apply to the people who don’t show up tomorrow?
Interesting question. Somehow I don’t think it applies to those getting a Government paycheck.
If it does, I don’t think anyone has considered it or if they have, don’t expect it to be applied to them.
Failure to show up to work on the day after or just prior to a holiday requires a doctors note. Union rule agreed and approved in the collective agreement.

The regiment should be mobilised to operate the buses in the short term, anyone not at their place of work should be fired without if a valid medical certificate is not produced. The government has to take a stand or this type of action is going to continue and escalate. Privatise the services thus removing the ability for them to be used to hold the country to ransom, if that is a step too far change all the contracts to zero hours, thus only paid for work actually done.

OBA can’t renew friends work permit because it is incomplete and no advertising. That would go against the law which opens another can or worms. OBA should not or would not legally address the work stoppage outside of don’t pay them because it will be spun as yet another attack against persons of a certain demographics to insight even more radical behavior and gain more support from those sitting on the fence.

I’m on the bus listening to a bus driver say she has to return to the garage for a meeting like she has no choice. Are we so ignorant to our collective responsibility? I want to jump up and scream that you don’t have to go to this random meeting! I find it totally mind boggling that there’s no individual sense of right or wrong.
And they seem to not think for themselves. If they don’t feel it’s the right thing to do, they still do it. SHEEPLE.

This is embarrassing!!!! I remember perfectly when Many families in Bermuda who they race their kids in the Island and work for decades here where denied the permanent residence in PLP GOVERNMENT! Of course this ‘meeting’ was never going to end before 11.30-11.45pm. Having ‘workers’ milling about for 90 minutes before the next nonsense ‘meeting’ down the road would have been unseemly with kids, seniors and actual workers stranded and trash littering the streets.
So, these BIU members will amble down the road and become People’s Campaign members shortly. Hope they brought red t-shirts to put over their W+E shirts; undercover, no one will know it’s the same crowd twice.
