[Phased Re-Opening] Regulations 2021
Large Group Exemption
Whereas the Minister of Youth, Culture and Sport considers that Cindy Campbell of the Bermuda Festival of the Performing Arts is justifying an exemption from the prohibition in regulation 5[5] of the Public Health [Covid-19 Emergency Powers] [Phased Re-opening] Regulations 2021 on groups of more than 100 persons assembling;
Now therefore, the Minister grants an exemption under regulation 5[5] of those Regulations to Cindy Campbell of the Bermuda Festival of the Performing Arts and PO Box HM 207 Hamilton HMBX, permitting the following:
A gathering of 137 persons to assemble for the purposes of Bermuda Festival Performances on 17th, 18th, and 19th March 2022 from 6:30pm to 11:30pm at the St Paul Centennial Hall and 59 Court Street Hamilton HM 12.
A gathering of 136 persons to assemble for the purposes of Bermuda Festival Performances on 23rd, 24th, 25th and 26th March 2022 from 6:00pm to 11:30pm at the Earl Cameron Theatre and 17 Church St Hamilton HM11.
Subject to all public health laws and regulations in place at the time of your event, the standard large group conditions below.
Standard Large Group Conditions:
- The number of attendees at any event cannot exceed 50% of the normal capacity at any indoor or outdoor setting. ‘Attendees’ include hosts, organizers, staff, volunteers, players, coaches, officials, spectators and vendors.
- SafeKey is required for attendees at indoor gatherings above the permitted number of persons. Event workers and sport groups can use the antigen testing framework in the Return to Play Guidance. SafeKeys must be checked against a valid ID with name and date of birth, and be verified on https://verify.gov.bm/ prior to entry, per guidance at www.gov.bm/safekey.
- Masks must be worn indoors and outdoors by staff and patrons if 6 foot distancing cannot be maintained, unless eating or drinking, or with members of one household or during physical exertion, per Public Health Guidelines at: www.gov.bm/mask-guidance
- Contact tracing details must be collected from all attendees including full name, date and time of visit, phone and email in case there is a positive case in attendance.
- Signage must be available throughout indoor and outdoor settings encouraging physical distancing and indoor mask wearing.
- Marshalls must be deployed at the rate of 1 Marshall per 50 attendees, in particular at the entrance, bathrooms, food and drink vending, and narrow and enclosed areas to enforce 6 foot distancing, hand hygiene and mask wearing. Marshalls can include adult staff, volunteers and security. The event organiser shall identify the Marshalls by name to compliance and enforcement officers.
- Sanitizing stations must be available at the entrance of any indoor setting and on tables and bar counters.
- Lines for food, drinks and bathrooms must be marked to ensure 6 feet a distance between each person waiting in line.
- Staff should complete the online Infection Prevention Control training available at: www.gov.bm/infection-prevention-and-control-training
- Food and beverage vendors must comply with Environmental Health licensing and food hygiene regulations and requirements.
- Employees must be screened for signs/symptoms of Covid-19 at the start of their shift. Sick employees must be directed to stay home or immediately go home if they feel or appear sick.
- Adhere to cleaning and disinfecting Public Health guidelines at: https://www.gov.bm/Covid-19-guidance-events-and-gatherings
- WeHealth is strongly encouraged as it will help contain an outbreak in case of a positive case at any event whether above or below the permitted number.
- A copy of this “Letter of no objection” for the Large Group gathering and the conditions must be posted at the entrance and clearly visible and kept on file to be made available upon request
The Ministry of Youth, Culture and Sport reserves the right to withdraw the permission to have more than the permitted number of persons assembled at the event without notice or cost to the Bermuda Government subject to the status of Covid-19 in the local community.
The Bermuda Police Service and Officials from the Ministries of National Security, Health and Youth, Culture and Sport have right to attend and observe compliance of the conditions as prescribed above.

The Ministry of Public Works wishes to inform motorists that BELCO will be starting their trenching work on Frog Lane near the National Stadium, heading north to Palmetto Road then east towards the Barker’s Hill roundabout.
The lane closure will commence on Monday, February 14, 2022 for approximately three [3] months through until Tuesday, May 31, 2022. Working hours will be from 7:00 a.m. to 6:00 p.m., weekly Monday through Sunday.
Motorists are asked to avoid this lane closure section on Frog Lane and Palmetto Road and to use alternative routes via Robert’s Avenue, Parson’s Road or Middle Road for the duration of this trench work.
Traffic controls will be under the direction of BELCO representatives and will be managed through traffic control signals and directional signs during rush hours.
Motorists are advised to drive cautiously through the construction sites and avoid speeding to protect themselves and construction workers on site.
The Ministry of Public Works wishes to encourage the full cooperation of the public and apologizes for any inconvenience that may result.

The Ministry of Public Works wishes to inform motorists that BELCO will be restarting their trenching work on Wilkinson Avenue and Harrington Sound Road for the purpose of opening up pull holes every 800 feet to draw cable through the newly placed conduits.
The Ministry of Public Works will follow within the week to reinstate the area with the permanent asphalt layer for this stretch of road.
The partial lane closure will commence on Monday, February 14, 2022 for approximately three [3] months until Tuesday, May 31, 2022. Working hours will be from 7:00 a.m. to 6:00 p.m., weekly Monday through Sunday.
Motorists are asked to avoid this section on Harrington Sound Road and to use alternative routes via North Shore Road for the duration of this trench work.
Traffic controls will be under the direction of BELCO and Ministry of Public Works representatives and will be managed through traffic control signals and directional signs during rush hours.
Motorists are advised to drive cautiously past the construction sites and avoid speeding to protect themselves and construction workers on site.

The Ministry of Public Works wishes to inform motorists that the ongoing BELCO trenching project on Harrington Sound Road should be completed by the end of February. Thereafter the Ministry of Public Works will be able to commence with repaving the length of road from Manor House driveway eastward to Lolly’s Well Road.
The road closure on Harrington Sound Road from Town Hill Road to Lolly’s Well Road will continue until Friday, March 11, 2022 or sooner.
Traffic control is managed through BELCO and Ministry of Public Works’ representatives through water and concrete barricades and signage.
The Ministry of Public Works advises that all foot traffic and bike riders should avoid this area for their safety and encourage the full cooperation of the public and apologizes for any inconvenience that may result.
