Date Set For Inquest Into Inmate’s Death

In October 2009, 37-year-old Westgate inmate Keno Outerbridge died whilst incarcerated at Westgate Correctional Facility.

This morning [Nov.7], over two years later, Magistrate Juan Wolffe set January 9, 2012 as the date for a Coroner’s Inquest which he said should be held before a jury.

The inquest will be into the cause of Mr. Outerbridge’s death. Following his death, there was an autopsy and that autopsy report will be taken into consideration.

Magistrate Wolffe set aside five days for the Inquest after scheduling it for a January 9 start.

The Magistrate intimated that he would likely seek answers to questions about Westgate’s drug policy rules and the practical implementation and application of these rules; and that it was likely that several witnesses or witness reports would be called.

It was pointed out that some witnesses might still be incarcerated while others would have been released and might be reluctant to return as witnesses. Police Sergeant Lyndon Raynor said that any such witnesses could be subpoenaed to appear.

Lawyer Ms Victoria Pearman is acting for the dead man’s family. Police Sergeant Lyndon Raynor will act as the police and Coroner’s liaison and Mr Martin Johnson from the Attorney General’s Department will advise on behalf of the staff and managers of the Westgate Correctional facility.
