BPSU & BCAA Collective Bargaining Agreement

March 23, 2018

The Bermuda Public Services Union [BPSU] and the Bermuda Civil Aviation Authority [BCAA] advised that on February 27, 2018, their first three-year Collective Bargaining Agreement [CBA] was signed. This agreement commenced on April 1, 2017 and will remain in place until March 31, 2020.

The announcement said, “As the public is aware, what was previously known as the Department of Civil Aviation became a government quango with the passing of the Bermuda Civil Aviation Authority Act 2016.

“Following its separation from the Bermuda Government in October 2016, BCAA employees voted in favour of the quango becoming a new bargaining unit of the BPSU.

“Both parties entered into negotiations with a recognition that the agreement needed to balance the remit of the quango with the legislative requirement that the terms and conditions of employment were no less favourable than those applied before the Act came into force.

“Ultimately, this new agreement was achieved through a commitment by the BPSU and BCAA to embrace a collaborative approach to negotiations.

“The Parties are pleased that the final agreement successfully addressed the key issues facing employees and ensured the creation of a working environment where officers can focus on providing exceptional service that meets stringent international standards.

“The agreement also established a working relationship between BPSU and the Authority that is rooted in mutual respect and an appreciation of the role that each play in effective labour relations.”
