Column: Senator Bell On Bermuda Housing

It is important for the public to know this Government is taking decisive action to address our the Island’s housing issues. With the newly formed Ministry of Housing and Municipalities, we are laying the foundation for lasting change through strategic investments, inter-ministerial collaboration, and a bold vision for the future.
This vision is reflected in the 2025/26 budget with key initiatives including:
1. Residential Building Programme:
One of our most transformative efforts continues through the BHC Residential Building Programme, now entering its fourth phase. This multi-year initiative is revitalizing and expanding our housing stock with the aim of completing 137 units, which includes 77 new affordable rentals and 60 major refurbishments. To date, 94 units have already been delivered across 25 projects. Renovations and new construction are ongoing at sites like Harmony Terrace, Battery Road, Chelsea Apartments, and Alexandra Road.
2. HomeStart Programme:
While rental housing remains essential, we are also supporting Bermudians who dream of homeownership. The HomeStart Programme, a joint initiative with Clarien Bank, offers 100% financing for eligible first-time buyers, with the Bermuda Housing Corporation guaranteeing a portion of each mortgage. To date, over 30 Bermudian families have become homeowners through this programme. This year, we expect that number to grow. HomeStart is more than a mortgage – it is a pathway to long-term financial stability and pride in homeownership.
3. Private Sector Refurbishment Programme:
In partnership with Bermuda Commercial Bank, this initiative enables owners of vacant or underused properties to access financing for renovations up to $125,000 per unit, with the agreement that the unit will be leased to the BHC for a minimum of 7 years. This year, 13 homeowners representing 24 units have signed up for this initiative. These units will be refurbished and added to the BHC’s affordable rental pool, helping to ease demand while creating opportunities for local contractors.
4. Transitional Housing: Safety, Support, and Stability
The Ministry remains committed to ensuring that those in crisis or transition have a safe place to stay. The BHC manages 8 transitional properties, including Langley House and Gulfstream, with approximately 177 rooms dedicated to emergency or temporary housing. Residents receive not only shelter but wraparound support, including case management, counselling, and life-skills training, helping them move from instability to independence.
This year’s housing budget is more than numbers in a spreadsheet – it is a blueprint for hope, equity, and resilience.
Together, we are building not just houses, but a stronger, more inclusive Bermuda. We are building a more just and affordable Bermuda, block by block, policy by policy, budget by budget. We are laying groundwork for the next generation.
