Dill-Francois & Salick Appointed To Top Legal Posts

Shakira Dill-Francois has been appointed the Solicitor General and Nalini Salick has been appointed as the Chief Parliamentary Counsel, the Government announced today.

A spokesperson said, “The Head of the Public Service, Cherie Whitter today announced the appointments of Ms. Shakira Dill-Francois as the Solicitor General and Ms. Nalini Salick as Chief Parliamentary Counsel – both posts are within the Attorney-General’s Chambers.

“As the Solicitor General, Ms. Dill-Francois will work under the delegated authority of the Attorney-General and provide high-level legal advice and a range of professional services and advice to Her Excellency the Governor, Cabinet Ministers, Government Ministries and Departments and other Government Agencies. She will supervise the advisory section and conduct civil litigation in all Courts in Bermuda.”

She said, “I am truly honoured and excited to be appointed to the Solicitor General role and be the first woman to hold the post. I look forward to working alongside the fantastic team within the Attorney-General’s Chambers to ensure that we continue to provide expert legal advice to all levels of Government.”

The spokesperson said, “Shakira Dill-Francois, a former prosecutor, joined the Attorney-General’s Chambers as a Crown Counsel in 2009, was promoted to Senior Crown Counsel in 2011, and Deputy Solicitor General in 2014. Ms. Dill-Francois has worked extensively in public law cases involving judicial review and constitutional claims and has litigated such cases before all courts in Bermuda.

“Ms Dill-Francois obtained her Bachelor of Law from the University of Kent in the United Kingdom and her Master of Law from the Benjamin N. Cardozo School of Law in New York. She is admitted to practice as a Barrister & Attorney in the United Kingdom and Bermuda and is admitted to practice as an Attorney in the State of New York.

“In her new role as Chief Parliamentary Counsel, Mrs. Nalini Salick will manage and develop the Legislative Drafting Department and maintain a robust legislative landscape.”

She shared that, “It is an honour to serve the Government and the people of Bermuda.”

The spokesperson said, “Mrs. Nalini Salick was admitted to practice law in 1994 in Trinidad and Tobago and in Barbados. A former Deputy Chief Parliamentary Counsel, Mrs. Salick attained the LLM in Legislative Drafting in 2006 through a merit-scholarship from the Organization of American States [OAS].

“Mrs. Salick’s career extends to legal education as she is a former Course Director for Legal Drafting and Interpretation; Ethics, Rights and Obligations of the Legal Profession; and a former Tutor in the Law of Remedies at the Council of Legal Education, Hugh Wooding Law School.

“She has also served in the Faculty of Social Sciences, Department of Government and Politics as a part-time lecturer in Constitutional and Administrative law at the University of the West Indies, St. Augustine Campus. She is a member of the Commonwealth Association of Legislative Counsel [CALC]. Mrs. Salick has worked among the legal fraternity in the Caribbean region for over two decades and has experience in engaging with CARICOM Attorneys-General. She is published and has presented papers to peers at regional and international forums.

“Both posts are currently effective.”
